Consultancy for Monitoring and Evaluation of the Advancing Learning Outcomes and Leadership Skills among Children in Nairobi Informal settlements through Community Participation
(A LOT Change) Project

Background
A LOT Change is a scale up of a three year project that was successfully implemented by three organizations in a tripartite partnership. U-Tena Youth Organization implemented in Viwandani, Miss Koch Kenya implemented in Korogocho and African Population and Health Research Center offered overall leadership.

U-Tena is a community based organization whose mission is to educate communities and create awareness on sexual reproductive health and other social issues through popular education and partnerships with key stakeholders.

Miss Koch Kenya is a non- governmental organization whose Mission is to provide a platform for youth in urban slums in particular girls and women to participate effectively in socioeconomic and political development processes

African Population and Health Center is Pan-African organization whose mission to better the lives of Africans by carrying out policy relevant research

The project commenced in early April, 2013 and ran up to 2015. The project targeted girls who resided in Viwandani and Korogocho Nairobi Kenya in age range of 12 to 19 years in standard 6, 7 and 8. These girls were offered after school support (coaching) and life skills mentorship by volunteer big girls who managed to maneuver the challenges of the slums they resided in and scored a university entrance form four grade. Selected parents were offered parental support in order to boost their investment in girl child education. Selected girls that attained a minimum of 250 marks in their Kenya National Examination were assisted with overhead that saw them transit into secondary school. This was an interventional study that would generate policy information at the end of the 3rd year. The just concluded project a targeted 1149 girls in Viwandani and Korogocho.

Due to the numerous successes that were realized in the first project different partners have resolved to scale up the said project as from 2016 to 2018 in the same slums. The scale up that will take the same model will include boys and add leadership component in Viwandani. All the parents in Viwandani and Korogocho will be offered counseling support.
Statement of Purpose
The three organizations are seeking a consultant with monitoring and evaluation (M&E) expertise to contribute to A LOT Change education projects for duration of 3 years as from April 2016. The Consultant will carry out activities in the domains of the said including contributing to the design and implementation of internal M&E strategies, evaluations and continuous learning.


Specific Objectives of the Assignment
Based on the bigger monitoring and evaluation framework the external expert should be able to capture the following:
·         The extent to which the output have been achieved based on the quantitative and qualitative indicators proposed in the project document
·         Assist in developing project progress indicators in case the internal ones are inadequate or lacking for the purpose of maximizing monitoring, evaluation and continuous learning.
·         At every stage of project implementation evaluate the relevant contribution of every activity in achieving the project’s outputs, objectives and goal.
·         Assess the relevance, effectiveness, and efficiency of project interventions and, the sustainability of the results.
·         Design high quality data collection tools
·         Assess the satisfaction of beneficiaries and assist in incorporating their feasible views in proposed project implementation 
·         Evaluate the reasonable utilization of technology in the implementation of the said project for the purpose of efficiency, effectiveness, evidence tracking and easier reporting.
·         Put strategies to identify positive and negative external factors that influence the project implementation process
·         Take note of lessons learnt from the implementation of the said project and make recommendations for future policies.
·         Analytically and objectively review the role and responsibilities of each organization and the extent to which each organization is investing in the realization of this project.
·         Identify capacity gaps and recommend for appropriate capacity building areas for the purpose of implementing the said project
·         Keenly follows and put together, lessons learnt, innovations from each entity and recommend the implementation of project tasks based on each entity’s competitive advantage.
·         Write comprehensive summary for presentations that reflects the results analyzed from evaluative exercises
·         Add qualitative explanation to the degree of quantitative indicators
Scope of the Assignment
The continuous reports should clearly take into account the role played by each organization, community’s leadership, stakeholders and the extent to which beneficiaries are benefiting from the project.
Methodological Aspects
The consultant will be required to review annual work plan, monthly progress report, internal monitoring and evaluation reports and any other relevant document.
The consultant will be required to do field visits and engage beneficiaries for the purpose of assessing the project’s outcomes;

The expert will be required to attend at least one quarterly meeting with the three organizations for the purpose of disseminating her/his quarterly report and guidance for future improvement in project implementation.

Deliverables
Come up with monitoring and evaluation quantitative and qualitative indicators
Submit quarterly monitoring, learning and evaluation reports
Attend at least one project team meeting per quarter

Expertise and qualifications required

·         The applicants must have a minimum of a degree in social / economic science, education, development or health related profession
·         Additional training and evaluation training will be added advantage
·         Formal training in monitoring and evaluation will be an added advantage.
·         Have at least 3 years’ experience in monitoring and evaluation field.
·         Good management, co-ordination skills and experience on technical project implementation.
·         Have knowledge of different monitoring and evaluation tools
·         Have a detail proof of experience of monitoring and evaluation of projects
Ability to convey skills and knowledge.
·         Desirable written and verbal communication skills
·         Strong analytical skills including analysis of both quantitative and qualitative data
·         Ability to work independently and as part of a team
·         Competence in Information Technology (IT)
·         Have excellent research skills
